People with disabilities everywhere are most at risk to live in poverty

Statement

As independent NGO representative of millions of Citizens with a network of 28 National Cross-Disabilities Organizations, as one of the 6 Regions of Disabled People’s International and as member of the Conference of INGOs of the Council of Europe, Disabled People’s International Europe (DPI-E) seeks to defend the Human Rights for all and to empower People with Disabilities to access to their full rights.

United beyond their communities or national belonging, whether rich or poor People with Disabilities around the world face same discriminations and are deprived of means of development, the Members of DPI Europe fight against all kinds of discrimination and are mobilized to open the society to all in respect of each.

In accordance with Article 4.3 of the CRPD and the Peoples’ motto “nothing about us, without us”, DPI Europe regrets that the voice of a collective representative organization of persons with disabilities is not expressed in the opening session of the COSP.

In accordance with its goals “mobilizing resources to address the major gaps in human development”, the post-2015 development agenda must include explicit references to people with disabilities to ensure that the future development framework is inclusive and respectful of the rights of all whatever the individual abilities. Making people with disabilities beneficiaries of the development is the best model to guarantee their real inclusion.

In accordance with the European, Disability Strategy 2010 - 2020, “persons with disabilities have the right to participate fully and equally in society and economy”, and still architectural and attitudinal barriers exist, DPI Europe claims to end these “denial of equal opportunities” and that states parties allocate funds to facilitate the participation of People with disabilities at all stages of the implementation of the CRPD.

To fulfil these goals and to open the development to all whatever personal physical or intellectual capabilities, DPI Europe calls the governments to adopt criteria and national plans with the objective to set up democratic, strong and efficient representations of People with Disabilities as social and political partners to all society activities.
