"Context and history are also important, and in this vein I welcome the panel discussion on historical memory being organized by the Cuban delegation during this session.

"I encourage the Council to strengthen its constructive engagement with civil society actors, and to ensure that their voices can be raised safely and without reprisals.

"However, the Millennium Development Goals were blind to inequity and incomplete: it has become clear that the new goals must integrate the human rights agenda, including the right to development across the board. "
